Ans: Corruption means adapting unfair means to achieve something being devoid of morality and by defying the rules and regulation of a country. World Bank and transparency International of Bangladesh (TIB) define it as "the misuse of public office for private gain". It present corruption has become one of the most alarming problems in Bangladesh. Because. no government, Non-government or even service from public sectors could be done or is available without corruption. Corruption is a social evil. Moral degradation and ethical decadence is the main course of corruption. Peoples unscrupulous activities, avarice and greed to amass wealth, materialistic attitude of life all these breed corruption. Besides these personal reasons there are some social causes of corruption. Capitalistic economic system, unequal distribution of wealth, excessive gap between wealth and poverty. economic insolvency, high living cost, unemployment etc. are the social and economic causes of corruption. Adding to this poor administrative system of government and lack of law and order in society also contribute to spreading corruption. A foreign report shows that corruption is responsible for about 3% of GDP decrease and about 42% of our development budget is either misused or wasted due to corruption. Eradication of Corruption is a crying need for country's greater interest. To make the country free from corruptions, citizens of all classes should be responsible, accountable, dutiful and considerate, Corrupt officials and politician should be punished. We have to remove social in justice, social gap and wide gap between wealth and Poverty. Beside Anti Corruption commission should be made effective and independent so that they con fight against corruption and prevent it. We should be taken necessary steps to create public awareness against corruption.
বঙ্গানুবাদ : দুর্নীতি বলতে দেশের আইন-কানুনবিরোধী এবং নৈতিকতাবিহীনভাবে কোনকিছু প্রাপ্তিতে অসদুপায় অবলম্বন করাকে বোঝায়। বিশ্ব ব্যাংক এবং টিআইটি এর সংজ্ঞা দিতে বলেছে, “এটা হলো ব্যক্তিগত স্বার্থে সরকারি অফিসে অপকর্ম।” বর্তমানে দুর্নীতি বাংলাদেশের জন্য সবচেয়ে বড় সমস্যা হয়ে দাঁড়িয়েছে। কারণ, সরকারি, বেসরকারি, এমনকি লোকাল বিভাগেও দুর্নীতি জড়িয়ে গেছে। দুর্নীতি একটি সামাজিক শত্রু। নৈতিকতার অবনতি এবং অনিয়মই দুর্নীতির প্রধান কারণ বিবেকহীন, কার্যক্রম, অর্থলিপ্সা এবং সম্পদ সংগ্রহে অতিরিক্ত প্রবণতা, পৈশাচিক মনোভাব এসবই দুর্নীতির মূল। এছাড়া সামাজিক দুর্নীতিতে কিছু ব্যক্তিগত কারণ নিহিত রয়েছে। পুঁজিবাদ অর্থনৈতিক পদ্ধতি, সম্পদের অসম বণ্টন, যোগান ও চাহিদার মধ্যে ব্যাপক তফাৎ, ঋণ পরিশোধে অক্ষমতা, ব্যয়বহুল জীবনযাপন, বেকারত্ব প্রভৃতি দুর্নীতির সামাজিক ও অর্থনৈতিক কারণ। অধিকন্তু, সরকারের দুর্বল প্রশাসন এবং সামাজিক আইনের হস্তক্ষেপ দুর্নীতি ছড়িয়ে দেয়। একটি বিদেশি প্রতিবেদনে প্রকাশ পেয়েছে যে, দুর্নীতি আমাদের জিডিপি ৩% হ্রাস করেছে এবং উন্নয়ন বাজেটের ৪২% অপচয়ের কারণ। দেশের স্বার্থেই দুর্নীতি নিরোধ আবশ্যক। দেশকে দুর্নীতিমুক্ত করতে হলে এর জনগণকে দায়িত্বশীল জবাবদিহিতাপূর্ণ, কর্তব্যপরায়ণ এবং বিবেকবান হতে হবে। দুর্নীতিবাজ কর্মকর্তা ও রাজনীতিবিদদের শাস্তি দিতে হবে। আমাদেরকে সামাজিক অবিচার ও বৈষম্য, ধনী ও দরিদ্রের মধ্যে বৈষম্য দূর করতে হবে। এছাড়া দুর্নীতি প্রতিরোধ কমিশনকে কার্যকারী ও স্বাধীন করা উচিত যাতে তারা দুর্নীতির বিরুদ্ধে লড়াই করে একে প্রতিরোধ করতে পারে। দুর্নীতির বিরুদ্ধে গণসচেতনতা গড়ে তুলতে আমাদের প্রয়োজনীয় ব্যবস্থা নেয়া উচিত ।
